Public transport routes: transformational improvements to be had for capacity, connectivity, carbon-neutral travel, and competitive journey times, from incorporating KenEx Thames Transit and a mainline rail link via the former Waterloo Connection from Fawkham Junction as advanced by Network Rail

Do you have any further feedback relating to movement and transport ?

The proposals include the signalisation of junctions along Thames Way, including the junction which serves Tarmac's minerals and aggregates operations at Northfleet. Those operations are ongoing, and their status is protected by safeguarding under the Kent Minerals and Waste Local Plan. It is unclear what provision will be made at the new junction to ensure that the existing access is maintained, its capacity is protected, and that it remains suitable for HGV use in terms of character, capacity and its construction. It is imperative that any and all proposals to reconfigure or alter junctions and links utilised by traffic from the Northfleet Works site (including those to the strategic road network, for example the A2260 Ebbsfleet Gateway) are prepared with meaningful input from Tarmac Trading Ltd, Tarmac Cement and Lime, Tarmac Building Products and other relevant occupiers and landowners. We look forward to positive engagement from EDC prior to any further detailed proposals being prepared.

Sorry, but putting the station parking so far away from the station is being deliberately unhelpful to Gravesham residents in the rural areas who need to use cars to access the station. We cannot use cycling, walking or bus services to get there as too far or services are inadequate. Forcing strangers to walk through the area is a security risk to site residents. Will the walkways be covered to protect from inclement weather.

Too many junctions, main car park needs to be much bigger, trains are already too crowded so this will make it much worse, inadequate capacity on the rail tracks compared to number of trains needed and also other planned users of the tracks by Network Rail. As said before, rural residents need to drive to get to the station and have adequate parking available and not blocked by site residents and workers. Bus services to/from rural areas will not be adequate. HGV's need to drive through this area to get to the industrial areas nearer the river, they will end up blocking the junctions.

• The new Fastrack/Local bus stop on Thames Way which will be located adjacent to the Northfleet Station walking/cycling route, is supported. • Will the relocated Fastrack/Local bus stop at Ebbsfleet Int still be two bay or more? Has the potential impact of London Resort been taken into account within the planned bus stop facilities as this would require dedicated stops in excess of the provision found currently given the high passenger loads? • Given International Way will be becoming a through route for bus services removing any need for Route A services to turn around at the station (as Fastrack B currently does), will the relocated bus stops at Ebbsfleet International be on both sides of the road? • With parking for Ebbsfleet Int now next to Ebbsfleet Gateway, parking restrictions on Springhead Parkway, and within other surrounding areas may need to be extended. • KCC are disappointed that despite requests, no dedicated Fastrack routes are being proposed. EDC’s Sustainable Travel Strategy states EDC is working towards 70% of the route being segregated, yet a dedicated route through Ebbsfleet Central has not been provided. Dedicated infrastructure separating Fastrack vehicles from other road users is vital to ensure more reliable and faster journey times for Fastrack users. Faster and more reliable journey times are important factors in attracting car users to utilise Fastrack, which can contribute towards the sustainable mode shift required in Kent Thameside as the population rises significantly in the next decade. In line with the Government’s bus strategy ‘Bus Back Better’ (2021), buses must have greater priority on urban roads, bus gates should be provided where possible to reduce travel times, and services should run during the day, evening and night, in order to offer a real choice of mode. High quality bus stops are required on new routes and consideration must be given to cycle parking, to enable a seamless transition between modes. • The widths of the main routes through the site need to be designed to accommodate appropriately sized buses (two way), and on street parking (outside of designated parking bays) needs to be designed out / parking restrictions provided to reduce delays to the buses. • Junctions that are located along the Fastrack route should have bus priority measures to reduce delays. • The masterplan refers to Route C as the Route A extension to Northfleet Embankment. Change required so that the Whitecliffe + Northfleet Embankment Extension are marked as Route A (Route C may be planned in future). • 484/485 marked on the map which are the routes replaced by the Arriva Click DRT service. 490 also should be marked – runs same route as the 480 on the map. • The masterplan does not show the previously envisaged Fastrack connection across Southfleet Road linking Whitecliffe and International Way. This key link is required to reduce travel times for Fastrack. • New junction inserted between Springhead Parkway and Ebbsfleet International. How will this be phased as Fastrack Route B will have to navigate all three junctions? • The Opportunities and Considerations section refers to ‘autonomous bus route linking communities’ and also so ‘smart’ public transport, yet no further information has been provided. • Walking, cycling and public transport should be at the forefront of any new development. Walking and cycling routes need to be direct and designed in line with LTN 1/20. Safe, convenient and attractive cycle parking should be provided. • The link to Northfleet Station is misleading as it is understood this does not form part of the application (although likely to come forward in the future). This link should be provided as soon as possible in order to create a more direct route between Northfleet and Ebbsfleet Central. • The provision of car clubs is welcomed as it will encourage a reduction in privately owned vehicles. Regarding the plan above, why isn't there a direct walking link shown between the northern side of the railway line through to Thames Way (through the 'dop off and taxi's' area? The route shown is not on the desire line.

• The provision of new pedestrian and cycle facilities is welcomed and should encourage the use of these modes. • There are no keys on the plans. • Walking, cycling and public transport should be at the forefront of any new development. Walking and cycling routes need to be direct and designed in line with LTN 1/20. Safe, convenient and attractive cycle parking should be provided. • No cycle route is shown to the ‘bridge to nowhere’. This should be provided so that links can be formed to Ebbsfleet Central West. • The plans show walking and cycling links within and just outside the site. However, walking and cycling links to key destinations should be reviewed and upgrades provided where required to ensure a network of appropriate, safe and convenient routes is available to site users. • The link to Northfleet Station is misleading as it is understood this does not form part of the application (although likely to come forward in the future). This link should be provided as soon as possible in order to create a more direct route between Northfleet and Ebbsfleet Central. • London resort submitted a DCO application in Dec 2020 but the proposals have not been considered. Need to consider links to proposed London Resort facilities within this area. • The appropriateness of the highway connections will be reviewed as part of the pre-app and application processes, when further information has been provided. • Existing junctions should be upgraded / new junctions should provide bus priority measures to reduce delays to the buses. • The crossing on Thames Way is labelled as ‘pedestrian’ but this should facilitate both pedestrians and cyclists. • It is unclear where the cycle route on the northern side of Thames Way, located to the southern end of Northfleet Rise is routing to as this is private land.
